Summary

0000638: Show "enable DHCP server" when in edit mode

Description

The "enable DHCP server" option only appears when adding a new interface. However, this option should also appear in edit mode if (and only if) DHCP is disabled. If someone did not enable the DHCP server when adding the interface, this change will give them a chance to go back and fix it.
