Summary	0000444: Improve DHCP server usability
Description	Since it's not wise to enable DHCP by default, we need a way to make sure one is configured in ClearOS if desired. In other words, if the end user plans on using ClearOS as their network's DHCP server, guidance needs to be given in webconfig to make this happen.
