Summary	0002147: Maintain BackupPC RPM to handle webconfig permissions
Description	The BackupPC package requires just a few permission tweaks to run in webconfig (see deploy/upgrade script). It would be better to maintain the BackupPC RPM directly instead of changing the file permissions on app post-install.
