DescriptionChicken: Amavis will refuse to start up if the SpamAssassin rule set is empty:

Egg: the cronjob that updates the SpamAssassin rules won't run unless Amavis (or other related daemons) are running

A user will only run into this problem when a SpamAssassin rule update quits before it is done (e.g. reboot, crash, etc.). Regardless, the permanent solution is to add the following configuration option to /etc/sysconfig/sa-update:

# Run sa-update even if no daemon is detected
SAUPDATE=yes
