Summary	0004051: clearos setup command does not create rpmbuild working directories
Description	'clearos setup' command does not appear to create rpmbuild working directories or set %_topdir in .rpmmacros as suggested in developer environment documentation, however 'clearos local' command runs as expected and creates folders on first run beneath ~/rpmbuild/ but requires user to have built an app first (not intuitive)
