Summary	0002491: Update /etc/sysconfig configuration for systemd
Description	Systemd doesn't like sysconfig files with embedded variables, for example: MAXAGE="35" DELAY="300" OPTIONS="--delay=$DELAY --max-age=$MAXAGE" ... this will not evaluate the $DELAY and $MAXAGE parameters. Update API to handle systemd-ness.
