Summary0019461: Add default list state save feature to default them as option.

Support should be added to the theme to allow this to toggle between false and true. There may be other bugs or items associated with the consequence of setting this to true but we need to make this easy for users of the Community version to test and the impact to adding this experimental mode to the community version should have minimal impact since the default is false.

Once the feature is vetted, add it to the Business and Home versions.
