Summary	0000955: Config backups downloaded via UI are corrupt
Description	Webconfig's Apache engine had modification made that compresses data...this feature also tried to compress the tgz file when downloading the configuration file via the UI, leading to a corrupt archive file.
Additional Information	Adding: @apache_setenv('no-gzip', 1); To the download controller resolves issue.
