0019141: Migrate edition/registration auto-installer to Edition app

Description

The "Edition" and "Registration" steps in the installer wizard need to happen *before* the user does the software update step in the wizard. Why? The Business Edition updates need to come from the verified repos, while the Community Edition updates need to come from the regular repos.

In order to provide a way to upgrade the "Edition" and "Registration" apps, a separate update is done behind the scenes in the Base app. This upgrade should be brought into the Edition app and whirlygigged.
