Summary 0002225: Improve repo handling for kernels, contribs and devel packages

Description Please feel free to split this into separate tracker items.

1) Kernels

With the existing repo system, only the latest kernel/kernel-devel packages are available. That's problematic for folks who need to build against the kernel (not everything is kmod-able).

2) Contribs

The workflow from clearos-test to contribs does not provide a nice bet testing phase. Is it possible for the workflow to be: clearos-test -> clearos-updates-testing -> contribs

3) Devel packages

Similar to the kernel issue. When a new package is moved from clearos-test to clearos-updates-testing, the sister packages (e.g. daq-devel) are moved to clearos-addons right away. That means the -devel package is available before the main package.
