Summary0008481: Allow for clearsync to remain off during restores
DescriptionIt's harder to detect when a system has crashed in systemd, so servicewatch is more aggressive in ClearOS 7. This can cause problems on configuration backup restores. Add a better way to detect crashes in clearsync.
