0006171: Add a "Live Backup" type of option for MultiWAN
With the current "backup" role in MultiWAN, the backup interface is all but essentially shut down. Since backups are often on expensive mobile networks, this is done by design. However, it's also useful to have the backup still active for inbound traffic, e.g.:

- SSH maintenance
- Web servers in a HotLAN via 1-to-1 NAT

Here is another use case to consider:

WAN 1 landline (primary)
WAN 2 mobile (backup - more expensive data, but auto-failover is fine)
WAN 3 satellite (manual backup - very expensive data, so failover is only done by admin)
