0000566: Certificate manager will not initialize until the system mode (master/slave) has been set
When initializing the Certificate Manager (i.e. to create the certificate authority), a fatal error occurs if the system mode has not been set. The Certificate Manager behaves differently depending on the mode, notably, the certificate authority only exists on a master node.

On a Community Edition, initializing the user/group accounts will resolve the issue. Go to "System - Account Manager" in the menu to do this.

In the Professional Edition, initializing the "Account Synchronization" app is required. Go to "System - Account Synchronization" in the menu to do this.
