0000252: Printers not appearing in network neighborhood on new systems.
Configuring new printers in CUPS will not show them available on a new server using the default RAW printing method.

This problem seems to go away if the configuration is changed from 'RAW' to 'point and click'. Moreover, the problem seems to be completely resolved if the configuration is changed back to 'RAW' mode.

Printers added to initial queue do not show up until this change has been made. Afterwards, printers appear to function normally.

It looks like smb needs a restart after adding/removing printers. The clearsync event handler can handle this (if /etc/cups/printers.conf changes, restart smb).
