Creating a sub-folder seems to work, and messages can be included. So perhaps just a better error message would help.

Instead of "Could not move message.", it could be something like "You have attempted to move a message to the root of Public Folders. You need to create a sub-directory for the messages. Each sub-directory can have unique permissions."
