0001830: Tiki & other web apps: make sure Incoming firewall ports are open

After a Tiki install, from https://example.org:81/app/tiki, [^] admin is invited to use the web-based Tiki installer. If ports 80 & 81 are blocked, admin can't proceed and there is no indication of what is wrong.

This applies to all web apps, like WordPress, etc.

Right now, our policy is to provide a firewall warning for services that are always Internet facing (OpenVPN, PPTP, etc.). For services that might be only used on a local intranet, there's no such firewall check. We should add a one-time check for such services!

Good point!

In some cases, we'll want some of the sites to be available to all (customers.example.org) while keeping others behind the firewall (intranet.example.org)
