Summary0018071: Add hook for certificate changes
DescriptionExternal 3rd party certificates - including those generated via the Let's Encrypt app - will get renewed from time to time. When this event occurs, the certificate manager should notify apps that are using the renewed certificate. For example, the Web Server should get restarted if an underlying certificate was renewed.
