DescriptionThe MySQL Server app requires the MySQL PHP plugin. A restart is required after the plugin is installed. This may be the return of 0000721 or it may be that a full restart is required (not a reload).

For some reason, the "flock" and "trap" mechanisms in the restart script were causing grief. An alternative (hacky) method for detecting an already running process is now in place.
