0001252: Remove the stop/start on LDAP exports
With the BerkeleyDB engine, it is not necessary to stop LDAP to safely run slapcat. Disable the stop/start procedure when performing an LDAP export. BerkeleyDB (well, the upstream version of it anyway) is shaky enough as it is!
